Why was my moving bill higher than the quote?

By the Champion Moving team · Last updated October 16, 2026

Usually because the quote was an hourly guess, not a maximum. Travel time, fuel charges, minimums, extra crew and items added on the day push the total up. In Texas, the mover has to put the maximum price in writing before loading, and paying that maximum gets your goods released.

Champion Moving is a moving company in Allen. Complaints about a final invoice landing far above the quote follow a pattern. Here is where the gap usually comes from, what the Texas rules say about it, and what to do if it already happened to you.

What people describe

Posts on Reddit and Trustpilot about other movers tell the same few stories: "quoted a $388 move" and "charged $963"; a "final invoice 33% higher than quote"; a "flat 14% fuel charge"; a "$139 travel time charge"; "extra 100 an hour for the second man"; crews that "milked the clock"; and a "timer starts when they leave the facility." Each of those is a charge that was real but wasn't clear when the customer said yes.

What Texas requires in writing

The rule that matters most: before loading, a Texas mover must give you a written proposal that states the maximum amount you could be required to pay for the listed services, and says whether it is binding or not-to-exceed (43 TAC §218.56(a); Transportation Code §643.153). The proposal must also say when you pay and how (§218.56(a)(4)), and it must carry the line that additional items and services may result in additional costs (§218.56(a)(3)).

Movers also file maximum rates in a tariff with TxDMV, have to disclose those maximums before the move, and cannot charge more than the tariff allows (§218.64).

Hourly is not the same as no maximum

A mover can bill by the hour and still owe you a maximum price in writing. If all you have is an hourly rate and a guess, you do not yet have what Texas requires.

If your bill is higher right now

  1. Find your proposal and contract. Look for the maximum price and the word binding or not-to-exceed.
  2. Pay the maximum to get your goods. In Texas, the carrier must release your household goods at the destination if you pay the maximum price listed on the moving services contract (43 TAC §218.57(b)). Across state lines, a non-binding estimate caps what can be collected at delivery at 110% (§375.407).
  3. Ask for an itemized bill that shows each charge and how it was worked out.
  4. Dispute it in writing with the mover, and keep copies.
  5. Report it. TxDMV complaints or 1-888-368-4689 for Texas moves; FMCSA's complaint database for moves across state lines.

If the crew won't unload

"They won't offload till you pay" is the line people dread. Pay the maximum on your contract and the mover must release your goods (§218.57(b)). Then report it.

How to avoid it next time

  • Get the proposal before move day, and compare movers on the maximum price, not the hourly rate.
  • Give a full list of what is moving, including the garage, the patio and anything heavy.
  • Mention stairs, elevators and the walk from the door to where the truck can park, at both ends.
  • Pack and label before the crew arrives if you are paying by the hour.
  • Ask how time, travel and fuel are counted, and get the answer in the proposal.

One of our customers summed up what everyone wants: "the price was exactly what was quoted" (Leonardo M., Google review, 3 weeks ago as of Oct 15, 2026). That was one customer's move, and the way to get there on any move is the same: a written maximum, a full item list, and no additions on the day. For the full rule set, see the Texas moving rules guide.

Moving bill questions

Most gaps come from hourly time, travel time, fuel charges, minimums, a bigger crew, stairs or long carries, packing materials and items added on the day. In Texas, the mover must still give you a written maximum price before loading (43 TAC §218.56).

Not more than the maximum price on your written proposal for the listed items and services. Added items or services can cost more, and the proposal must say so (§218.56(a)(3)). Charges also can't exceed the mover's filed tariff (§218.64).

Texas uses binding and not-to-exceed proposals, and both state a maximum price. "Non-binding" is a federal term for moves across state lines, where the mover can collect at most 110% of the estimate at delivery (49 CFR §375.407).

A mover can set charges like these in its tariff, but it must disclose its maximum rates and charges before the move and can't charge more than the tariff allows (43 TAC §218.64). Ask for them to be written into the proposal.

Pay the maximum price on your moving services contract. The mover must then release your goods (43 TAC §218.57(b)). Report the mover to TxDMV or call 1-888-368-4689.
